NEW JCM Craftsman | Li Xinyu: 16 Years’ Adhering to Precision Measurement, the Gatekeeper of Equipment Quality

2026-07-16

As the head of the Quality Inspection Department at Jinzhou NEWJCM Machinery Manufacture Co., Ltd. (a subsidiary of NEW JCM Group Co., Ltd.), Li dons his hard hat and micrometer every day, patrolling the workshop with meticulous care, building a solid quality barrier for every product that leaves the factory.

For 16 years, Li Xinyu has remained at his post on the quality inspection front line, walking over 10,000 steps per day, verifying tens of thousands of components in total, and holding precision to a strict 0.01‑mm tolerance.

These striking numbers speak volumes about his down‑to‑earth dedication.

Bridging Technical Specifications and Reality

QC inspectors often get a bad rap for being nitpicky. The production crew is racing against the clock, while QC is holding the line on precision. Caught right in the middle, Li Xinyu, head of QC, fully gets the tension.

“At its core, quality control is bridging technical specifications and reality,” Li notes. “Our job is to transform cold blueprints into reliable, well-crafted products, while acting as an on-site proxy to protect the bottom line for our clients, who cannot speak for themselves. Safeguarding that bottom line is cutting unnecessary costs.”

This uncompromising stance stems from the rigorous manufacturing standards governing high-end energy equipment. Take bearing clearance inspections as an example: during operation, these units rotate at speeds of thousands or even tens of thousands of RPM. The clearance between the bearing pads and the rotor shaft must be kept strictly within a standardized range. Any deviation can easily trigger a sudden spike in pad temperature or severe rotor vibration, directly threatening the safety of the entire system. Whenever an inspection reveals that the clearance deviates from the spec, Li immediately requires the operator to rework the component. "In many cases, the adjustment required is as subtle as 0.01 mm," he says.

Every day, Li repeatedly measures and calculates with calipers and bore gauges, solely to eliminate these microscopic deviations. As he puts it: "Quality cannot be inspected into a product, yet without inspection, we would never know where it resides."

Seasoned Experience as a Powerful Weapon for Quality Control

For a top-tier QC inspector, precision measuring instruments are indispensable, but the professional intuition forged over years of experience is an even rarer asset in quality control.

During a routine inspection of a steam turbine diaphragm assembly, all machining parameters and processes fully complied with the current blueprint. However, relying on decades of industry experience, Li took a closer look at the diaphragm and felt something was slightly amiss. After cross-referencing the physical part with the design drawing, he perceptively noticed that the shroud ring at the steam extraction stage was missing its essential vent holes.

"This section is designed for steam extraction," Li recalls. "If the holes aren't drilled, it will directly restrict the extraction efficiency once the unit is commissioned and running at the client's facility."

He immediately reported this detail to the engineering department. Upon verification, the designers issued an Engineering Change Notice (ECN) and adjusted the manufacturing process. The workshop promptly re-drilled the diaphragms and added the required vents, successfully intercepting a major potential quality failure at the absolute forefront of production.

Never blindly trust blueprints, and never overlook a single doubt. It is precisely because of these vigilant eyes—which intercept all potential hazards inside the factory gates—that the ex-factory quality of NEW JCM’s products remains securely guaranteed.

Rigid Checklists and Signatures of Ultimate Accountability

As the department head, Li Xinyu has institutionalized his years of quality control experience into a robust management system, leading a dedicated QC team deployed strategically across every core process, including turning, milling, benchwork, and final assembly.

To eliminate any risk of missed inspections, the department established a strict final inspection checklist. Every critical control point must be physically measured on-site and checked off with absolute certainty. During peak production periods when the workshop operates on a 24-hour schedule, the QC team works rotating shifts around the clock to ensure seamless coverage. Furthermore, whether handling domestic orders or high-end equipment destined for overseas export, the team rigorously adheres to the same stringent international quality standards.

The rigidity of this system is also reflected in the mandatory quality meetings held every Wednesday morning. Any quality defects identified during the week are printed out as Non-Conformity Reports (NCRs) and laid squarely on the table. Design engineers, process supervisors, and even top executives attend these sessions to conduct root-cause analyses and establish closed-loop corrective actions—ensuring that data reveals the problems and established systems solve them.

When mentoring newcomers, Li not only passes down his knowledge without reservation but also emphasizes a profound reverence for quality. Whenever a new inspector joins the team, he always gives them the same piece of advice:

The calipers and the pen in your hand carry immense weight. Letting a single defect slip through could result in catastrophic losses for both our company and the client. I don't say this to frighten you; I want you to realize that every signature you sign is a commitment to lifelong accountability. We must approach this profession with a sense of deep reverence, not arrogance.

Epilogue: The Unique Beauty of Heavy Industry

At the start of the interview, Li waved his hand, saying, "I really feel there isn't much to write about me. I am just a basic inspector." Yet, it is this self-effacing industry veteran who has found a unique beauty within the repetitive, precision-driven world of inspection measurements over his 16-year career.

When asked about the most rewarding moment of his career, the native of Northeast China answered in plain, heartfelt words: "True fulfillment comes from watching those small components—each measured and refined by our own hands—finally assembled into a massive, hundred-ton turbomachinery unit, and seeing it pass its initial test run successfully on the very first try. That is the moment of ultimate pride for me."

There are no flamboyant slogans here—only micrometers polished by sweat and signatures that carry absolute accountability. At NEW JCM, it is precisely because of hundreds of grounded, dedicated craftsmen like Li Xinyu that grand engineering blueprints can be successfully transformed into the solid, secure reality of heavy industry!
