The Beijing Municipal Government recently promulgated the "Interim Measures of Beijing Municipality on Encouraging Overseas High-level Talents to Start Businesses and Work in Beijing" and the "Interim Measures of Beijing Municipality on Promoting Overseas Students to Start Businesses and Work in Beijing" (abbreviated“Two approaches”）。

The "two measures" clarify the basic requirements, introduction procedures, and policies and measures to encourage and promote overseas talents to work and start businesses in Beijing.

According to the "Interim Measures of Beijing Municipality on Encouraging Overseas High-level Talents to Start Businesses and Work in Beijing", overseas high-level talents should generally obtain a doctorate overseas, not exceed 55 years old, and work in Beijing for no less than 6 months each year after introduction. Relevant conditions (see the "Interim Measures" for details).

 Qualified overseas high-level talents can apply to the Beijing Overseas Students Center through self-recommendation, mutual recommendation or recommend. For the recognized overseas high-level talents, the Beijing Overseas Students Center issued the "Beijing Overseas High-level Talents Work Residence Permit".

The Beijing Municipal Government will give greater support and rewards to overseas high-level talents to start businesses and work in Beijing, including: the municipal government will give a one-time reward of 1 million yuan per person for imported overseas high-level talents; If you come to Beijing to start a business and pass the evaluation of the Beijing Overseas Scholasher Center, the municipal government will give priority support to various venture capital guidance funds of the municipal government; Beijing Overseas Scholasher Center recommend apply for national or municipal scientific research and industrialization project funding support; during the employment period of the employer, according to its contribution to the local financial revenue, it will be rewarded in the name of the municipal government; working conditions and platform support will be given to overseas high-level talents who come to work in Beijing.

The Beijing Municipal Government will also provide good services for overseas high-level talents in terms of residence and entry and exit, settlement, medical care, insurance, housing, children's schooling, and spouse placement. For example, overseas high-level talents holding Chinese passports and their spouses and minor children can obtain permanent residence in this city without being restricted by the place of household registration before going abroad; children of overseas high-level talents can choose to study in public schools in this city according to their wishes; conditions will be determined As designated medical institutions, public hospitals provide high-quality medical services for overseas high-level talents.

The Beijing Municipal Government has also introduced new measures to encourage and promote overseas students to start businesses and work in Beijing. It is understood that the "two measures" are supporting policies and specific measures for Beijing to implement the "Haiju Project.
